These licenses are applied for through the state, in which Florida will collect an annual fee and an application fee for a new license. Another option to keep in mind is a quota. Quota licenses are made available by the state of Florida based on quota increases in population. Based upon the population in a given county, there are a limited number of licenses issued. One new license is made available for each increase in the population of 7500 people. Bars and nightclubs that serve more than 49% of their gross sales in alcoholic beverages will require a quota liquor license. Retail package liquor stores also will require a quota liquor license.

If your business model is to be a restaurant or foodservice establishment that will sell 51% or greater in the sale of food and non-alcoholic beverages and has the prescribed square footage and is equipped to serve the required number of patrons, you may qualify for a 4COP/SFS (special food service license). Unlike the quota license, there’s an infinite amount of 4COP/SFS licenses available. 2APS

3PS

The most comprehensive liquor store license has an annual fee of $1,365. You will be licensed to sell all types of spirits, wine, and beer for strictly off-premise consumption.

1COP

This license allows for the sale of beer for consumption on premise at bars or restaurants, as well as off-premise consumption. Customers can drink on-site, but your establishment will not be able to serve wine or spirits, just beer. The annual license fee for this license is $280.

2COP

Including wine and beer to your bar or restaurant will cost a yearly fee of $392. Your customers of age can order and consume both beer and wine for on-premise and off-premise consumption.

4COP

Finally, for a fully stocked bar, your restaurant or bar will pay an annual fee of $1,820. This allows you to serve a complete menu of spirits, mixed drinks, wine, and beer.

These are the most common types of licenses that are available for both on and off-premise consumption for the sale of beer, wine, and spirits in restaurants, bars, and retail beverage and liquor store locations. Florida offers a range of specialty vendor licenses for other locations.
